These are the platform's limits, not ours. Any tool telling you otherwise is either breaking their terms or estimating.

Business-owned Pages are invisible until you ask properly
A Page owned by a Business Manager does not appear in the standard account list, which is why some tools tell you that you have no Pages when you plainly do. Echoia resolves them through the granted permissions instead, because that was a real bug we had and fixed.
